Eritrean gov doesn’t like Regional bodies like that. Perhaps they don’t want to be controlled from outside and because of the experiences Eritrea had with Igad from 2006-2018.

Israel doesn’t have a base in Eritrea, UAE had until 2021 and Qatar until 2009 but israel doesn’t have a base in Eritrea

Eritrea’s relations with Israel is complex. Right now they are worse. Eritrea voted against Israel in the UN.

Eritrea used to have balanced relations between Iran Saudi Arabia and Israel. Previously when the president of Eritrea was sick and malaria in the 1990s he was hospitalized there. And during the Yemen-Eritrea war over hanish islands which occurred for a few days, Israel supplied weapons to Eritrea.

now Eritrean-Israeli relations are bad. Israel backs secretly the Agazian opposition, at least some individuals in Israel do. And Eritrea voted in favor of Gaza
