No the integration policy failed.
First of you have uneducated refugees coming in, not economic migrants.
They get welfare and can live wherever they want.
They settle in a place with cheap housing and tell their whole clan and relatives to settle there to. Word of mouth spreads and enclaves are created.
Now fast forward and you have schools and areas with majority refugees. They don't interact enough with Swedes so integration and cultural experiences are limited. Their children go to schools with majority immigrants and face the same. Their schools are worse than other Swedish schools and this plus other factors means some fall behind. Then after school there are limited programs and little to do so they hang out in large groups of kids and teenagers.
Fast forward and they need money. Now they apply for jobs but already they have it harder at getting a interview because of their name and they feel neglected. They feel like the Government has left them behind and don't care about them, and of course when crime occurs the police comes in and without proper handling and procedures they now don't trust the police either.
Then you get gangs moving in and offering a community, a job and fast money. blah blah you know what's rest and it continues in a cycle.
If you have teenagers born and grown up in Sweden who live in enclaves and don't have any good feelings towards the Government or police that's when you know you've fucked up.
This problem doesn't exist like that here in Norway, yet there are no differences in the Somali refugees here and there. There are differences in the integration policies however.
Better integration and less welfare is the solution.
Also remember what I wrote is the worst case scenario and a minority situation, but it's the majority of news footage.
Bruh you live in Sweden. You should know better than others.
