It is already being built and it is advancing rapidly. I think Egypt will end up building desalination plants for the city as well as scale back its new capital's "lakes" to mitigate the future water shortages arising from the Nile dispute. Strangely the new capital does not have a name yet.

Egypt depends on international monetary institutions like the IMF and the World Bank in its functioning. And Egypt is the 2nd largest recipient of the US assistance after Israel.

Egypt couldn't even handle COVID-19 on its own and had to beg the above institutions for help.

I don't know how they can afford this city if they want to be involved in Libya militarily.

It might turned out to be a fiasco as those small cities built around Cairo but abandoned by people.
