The death penalty has a high evidence requirement in Islamic sharia and given Somalia has very few reliable witnesses it’s fair to say it’ll be hardly used.
I think that's true in adultery cases but for example with murder- I think there are a number of cases where it's clear who murdered who and to my understanding, the family has the right to demand death penalty. Also there's the khawarij. in many cases I think it may be clear where a person gets busted as a khariji. and the khawarij are to be... eliminated.
