I want to provide a solution to Puntland and maybe it is workable and maybe it is not, but please hear out the proposal and see if this can be solution for our region before we expand it to Somalia. We need to do a proper democracy that is taking into consideration our 'identity, history, religion' but also our 'regional, district, urban interest'. As Somalis we do share common tribes with people but not always common history, location, wealth, territory, or soldiers. My proposal is the following.
Hisbiga Shaqaalaha - This will comprise of clans region wise who are non elite sub clans as they share a common story and struggle being overlooked by the elites in their clan. They are located in farming, fishery, desert community. This party will be puntland wide and they will appeal to these clans 'openly' not in 'gun mode' thru siyad system. Let them decide if the policies of 'langaab isbirsaday' regionka in their interest or not, they can finally now decide on danahooda not qabiilkooda(which helps only their elite gain capacity) while they don't. This is genuine movement among all nations where the peasantry class die for elites(kingdom method) and have nothing to show for it in terms of 'legacy'.
Hisbiga Hanti-Layda - These people have huge hanti in terms soldiers, people force, history, business class, political class, educated class, their very coservative in Somalia where as in America their more 'democrats' it's back to front in Somalia wallahi. Cause the smart people are usually democrats in America who dominate the whole economy, intellectual capacity, land territory, etc. They are like our Somali landheere and share the same feat. Let these clans all over Harti form their coalition and begin their policy agenda, economic agenda, health agenda, security agenda, etc.
Some people in Puntland will like Hanti-layda party because they may like their 'security' policy even though his situation dalka isn't changing like rural americans who love republican but their still poor as f*ck. It depends on clan priorities and what their urgent priorities are some prefer horumar first before security, where as some like security first before horumar. It will depend on the parties how they appeal to each of their consitutients and concerns and how they add it into their policy
I would say Ban religious party as that is not a political agenda and it must remain in mosques. They may infilitrate the parties in the region as they scramble for votes in PL to ensure te langaabs vote for hanti-layda vs hisbiga langaabs say this isn't in your interest your 'shaqaalaha' beelaha waa wayn in your clans. This will result in any clan being able to win while addressing the local concerns of the region without direct force or gun or swindling or back room dealing or elder involvement.
A govt that stands on the will of it's people is a govt that lasts long time as the will of few(elites) can be over-thrown thru revolutions an kacaan if you don't give these people the right to vote danahooda before qabiilkooda.
I urge Puntites to close the loop-hole of business funding, each party will need funds be it local or foreign when campaigning these come with 'strings attached' like changing regulations, laws, new laws, foreign expansion, wars. We don't need shisheeye interfering on the will of our people, it doesn't last long and the people lose respect for their system and are vulnerable to become 'hosts' for other countries to over-throw the govt that has become corrupt. Please ensure local businesses must follow the law in terms of party donations, we need a quota system how much funds each party can have so there isn't an 'edge' being decided by a 'few elites' on the backs of millions of our people.
This is paramount that we discuss these things before dividing up districts and creating 'qabiil parties' as this will only maintain the same system that 'communist' came to destroy and they will see this as good hunting ground to begin 'penetrating' your lower class thru literature and political influence to rise up against the elites in your qabiil like china lagu sameeye, iyaga isku keeno eliteka inay babacan untill a fair representative system of the region is formed that represents their district interests, education interests, health interests, security interests, their identity interests yes some people are worried to much foreign influence is replacing them, some may be concerned about immigration interests, or 'federal' government hatred and state interest some maybe federal govt supporters, etc.
One policy for example can change the whole election like we will relinguish more federal taxes to hamar may cause even hisbiga shaqaalaha to revolt and vote hisbiga hantiwadaaga they can find ways to navigate local politics to ensure they win the peasantry to scare them hamar ayuu ku wadaye(more federal power less state power) this will be big policy area that will decide elections in PL regardless of their economic, education, security, health agendas it's like the biggest fear we have a 'strong big daddy state' we prefer a big strong regional state and ceremonial capital like washington DC
