the federal government represents them , also Somalis in Ethiopia need to fight for a better representation at the federal level instead of being at each other's throats .

The transport ministry is responsible for planning, financing and developing highways in Ethiopia hence only the transport minister was present at the signing ceremony.
When recently the World Bank and Ethiopia signed close to $1 bln USD agreement, only our finance minster who happen to be Somali was present. It doesn't matter in which region the money will be spent. Federal authorities represent and work for all of us. This is how things work.
