The 16 in garbahaarey will get in because they are closer to 17 September agreement. Only SEIT was missing and garbahaarey was waiting for SEIt for months. It was SEIT that did not want to go to garbahaarey.

However if we look at the sep 17 agreement 5 things where required

1) has to have FEIT
2) has to have guddiga khilaafka
3)has to be in the city that was agreed upon (garbahaarey)
4)atmis and somali police need to be present
5) seit needs to be present

Garbahaarey had 4 of them while ceel qaalow had 3 it is missing somali police/ atmis and it was held in Kenya ceel qaalow and not garbahaarey.

So in the end they both will be compared and the one closest to 17 sep agreement will sit in parliament.

Another note the 16 selected in garbahaarey are real fighters, a lot of them have first hand front line action they are not afraid of anything.

While the 16 in ceel qaalow are soft weaklings who take orders from kenya they are not known in gedo and have no history other then mursal.
