Don’t hold your breath, this is more about maintaining the lid on a pressure cooker situation than it is about responding to attack itself.

The only real levers they have are self-destructive. Politics aside, some Muslims would say pulling those levers would be unwise, and I think there’s even a hadith that supports this position, even if others would want to see a scorched-earth approach.
