Essentially most European countries don't have the means of dealing with terrorists domestically.
Imagine if more people get recruited as a result of attacks (hopefully that doesn't happen, but it probably will), then the nations can go through instability.
The main strategy I see Europe employing is blocking immigration. This really fks people over, but in their perspective, it'll probably be the best move for long term stability.
They probably prefer Muslim nations to be somewhat stable to avoid them coming to Europe.
