However, all foreign affairs and broader strategic issues would be given to the central government and the national army should include everyone from each regions to reduce division.
This would only work if there are honest people in the government where people are chosen based on merit and not qabiil like the corrupt FGS of today

If we had a strong central government that was just and fair, then an actual decentralised centralism government that I proposed earlier could be a possibility. Everyone eats, everyone is fairly represented and everyone reaps the rewards of being united.
I wouldnt even call this dysfunction we are seeing currently federalism, each state is basically their own country right now with their own foreign allies, own army and own public services which the central government should have provided via resources.
