There are two reasons for that :
- He hates RSL and wants a monopoly in HOA (ports , military bases , FTZ).
-He doesn’t want to get involved in the RSL- Somalian dispute .
Djiboutian/African leaders will soon flock to the RSL after Abiy visits in the upcoming months .
