I'm talking about right now, it is only women cutting young girls, let's not pretend Somali women are somehow blameless. I have had male relatives while I was in Somalia tell me they try to not stay away from their family too long because they're afraid the older women might try something to the daughter.

It is enforced physically by women (especially from some minority Qabils where it's a business for them) but was created by men and is still endorsed by men to this day. There are Imams that still support it as well, they recommend the "sunnah" version or whatever.

It's a societal issue and not just related to one gender. You have the patriarchy which created it, and the controlling matriarchy which enforces it, tied in with some business interests for the cutters.

How do you know FGM was created by men ?
The history of FMG and male genital mutilation predates ancient Egypt. It's practiced by most Nilo-Saharan speakers from east to west Africa and was most likely invented by Nilo-Saharans during the paleolithic ages as a form of ritual. FGM and MGM was introduced to ancient Egyptians by their Nilotic neighbors as they used to practice it on both gender. MGM was later spread to some parts of the Middle east while FGM did not. Most African men and women that practice FGM don't even know what is the function of a clitoris and nobody knows the reason FGM was invented for. Since FGM women can have sex and produce babies, people have practiced it for 1000s of years as a puberty rituals. Some kushiets such as the afaris and somalis went a step ahead by stiching up the vagina to signify virginity. Most Somalis to this day have no idea that the clit is the equivalent of a penis and believe the vagina opening is the only source of sexual pleasure.
