I think it is because they act as a buffer zone between him and farmajo and his Ethiopians in Gedo. Why would he make it easy for his enemies to march to him by securing the lands in between them? Ethiopia isn’t willing to take heavy losses in middle juba so he will be there as long as there is alshabab in middle juba and will not fight them. He understands a lot about politics.

Axmed Madoobe does not have any relationship with AS they despise him but they can’t afford to heat up that front unnecessarily as they are in a current fight for their life. Madoobe is in an identical position in regards to the constant threat of the FGS who has an affinity of supporting Gedo(likely because Ethiopia supports Gedo) he can’t divide his already insufficient resources to conquer the homebase of the group that has terrorized this country for so many years.

He fights when he can and we see that in Afmadow district and Badhaadhe district aswell as Jamaame if he was in a deal with AS to protect Kismayo or some Dhuxul at the point when he entered those three districts should there not have been a cutoff of there charcoal or a constant barrage of attacks over Kismayo? Charcoal smuggling will continue even if Hitler himself was waging world war 3 in Somalia. People are gaajo in Somalia who knows what the repercussions of cutting off the only income for thousands of little charcoal cutters would do. Also to stop charcoal trade you have to target the traders but no matter what industry it is AS will tax those people they are in reach of there are essentially three options let all those charcoal cutters starve and refuse them any work that could be taxed, Fight AS and lessen the pool of people they can recruit and tax by taking land, and lastly do nothing and fight the state heads.
