Its not dire dawa its Dir Dhaba which means original Dir

Dir Dhabe means the place where Dir Struck.

It was said during the Ahmed Gurey wars the leader of the Dir army struck his spear on the ground to camp and the area eventually turned to a permanent settlement.

Only Addis Ababa and Dire Dawa are chartered cities.
They gave the region (Dire Dawa) it's own authority because both the Somali's and Oromo's claimed the city when the regions were being finalised. That's the reason it's self-governing.

Well when it became chartered in the mid 2000's it meant the federal government wasn't managing it anymore, they should be self managing but I don't think it does that much.
