1. Lose it's regional significance to larger Somalia
2. Internal rebellion from Issa if they see a more productive somalia

He will pursue any outcome in somalia where he can keep it down n out, he will use any clan actor for those purposes while reading 'irir' on them.

However a Strong Somalia gives him more protection thru external threats. A strong Somalia he benefits thru cross trade. A stronger Somalia ensures he isn't 'hyena' by himself in a region of lions
