The Constitution is something that reer PL hold very serious.

They will never accept any article be changed, removed, or replaced, irrespective of the leader of the day or time period.

This isn't something that will be exchanged for political coalition trade offs, bribes, madaasha nonsense ama reer ii shaqo geli or culays opposition iga qaad and petty personal matters.

Just like Murusade dhinaca lacagta lagama soo galo, majerten dhinaca sharciga iyo dasturka lagama soo galo. I noticed this with my father obsession with nidaam which passed off onto me also.

Majerten pride themselves as a kingdom not just a clan and a people of nidaam(historically unlike other somali clans), we don't like in 1 habeen lagu seexdo fowdo ama sharci la'an like Mogadishu.

Nor do we like Destruction, even when we have war we limit the damage even kismaayo looks relatively the same pre war post war(hard work goes into building not destroying which is 1 second affair). My dad pointed one day war wixi yara aan ka helnay dawladi Somalia which wasn't much as 99% went to SL or hamar, is still operating like dekeda bosaso or electricity plant and the national highway.

@The Oponian Guild my dad is right u can't build a region or town if the ppl don't protect what u build for them, Mogadishu is rebuilding but it can be destroyed in a second and even their locals are aware of this and admire how PL is an investment friendly region(all investments will.be safeguarded whether legally or institutionally or just down right culturally as proven with the little they got from Somali govt investment) they not known to just destroy or loot other people belongings in Somalia and no foreign investor will over look this Mogadishu risk vulnerability.

Mogadishu God bless it but it's economoc future is very fragile is what any investor foreign or diaspora will say except the cowboys who are not future proofing their investment like Majerteen.

Majerten is still very cautious about how much it reallocates to Somalia in its Overseas wealth(built up over generations) or some cases centuries(Oman, Dubai, etc).

@The Oponian Guild All Somali elites of various clans and their kids know how PL is built wealth wise is thru centuries(arabia) the kingdom era and 70s generations(in Africa) during Siyad govt, plus now post 91 western arm is building up(not big tycoons but strong middle class, plus upper class, and their forming consortiums) allocating funds together to achieve game changing projects. MJ has big tycoons locally or diaspora, plus strong middle class wealth who form consortiums. Their just far wealthier then any clan in Somaliwayn.

Where as other Somali clans unfortunately its one or two big ones and dead underclass majority. HG is said to be copying our model but their in suuq madow so it's fragile as lots of what they build gets frozen and redistributed as crime proceeds to Interpol which is split by law enforcement guys.

The stuff they have in Mogadishu is petty buildings not productive money makers.

The constitution was already largely complete. A few sections needed to be straightened out and some language errors needed to be fixed. This is why the process was called " dhamaystirka dastuurka" or finalization of the constitution.

Neither Xasan Sheekh nor parliament have a mandate to write a new constitution, which is what they are attempting under the guise of finalizing the document.

Notice that instead of focusing on resolving the clear shortcomings of the constitution, like the 2 or more states requirement, Xasan Sheekh is focusing on changing the parliamentary system to a presidential one. Keep in mind that Somalis already achieved consensus on the parliamentary system at Carta in 2000. It is not up for discussion much like federalism which achieved consensus at Mbagathi in 2004. These are "closed chapters" in the Somali political settlement post Carta.

Puntland has a duty to make sure that Xasan Sheekh's illegal usurpation of the powers of the prime minister is not codified in the constitution.

Since I'm partially hawiye and influenced by Mogadishu growing up, I have to play some middle role to bring understanding of both clans as their really is a huge barrier of not knowing each other due to no intimidate interaction beyond public day to day stuff.

Hawiye tend to be very cautious like super cautious to the point it's quite paranoia filled that somehow non hawiye clans have it in for them due to the civil war in Mogadishu and the subsequent off the map period 91 to 2004 or the stateless period.

They also cannot seem to separate their personal interest vs national responsibility when elected in power.

Their a very isku dir sort of culture so when they put to dispute issues settled in 2000 Carta(parliamentary govt system) and a head of state presidency(symbolic powers after you nominate your pm, your symbolic after that).

The PM is in charge of the govt organs once the parliament have given him their vote of confidence as this ensure he isn't some pawn or trojan that foreigners influenced on the president of the day thru geopolitical pressures for their interest. It's also protects us from a presidency with to much responsibility and power concentrated in one office at the villa.

The parliament vote of confidence is crucial to ensure integrity of the PM office due to its huge impact on the govt organs. They even dispute federalism a closed discussion(waa sheeko xiran) as u put it well in Embagathi 2004.

Carta 2000 and Embagathi 2004 topics are not up for discussion and I try to tell my abtis war waxan aad ku kacaysan waa waqti dhumis which can be used against you as driving the nation off its course as no 1 man or office or institution of 300 or so MPs can change the will of the Somali people settled in Carta and Embagathi and drafted in Garowe and now requires finalizing in Mogadishu the seat of the federal republic which HSM N Farmaajo played a destabilizing 15 years, they shall be mocked by future Somali historians as obstacles of the Somali ppl will(decided n settled in Carta, Embagathi, and drafted in Garowe).

2012 to 2026 will be remembered by Somali people as it's most unproductive era and HSM with two terms and farmaajo one term will be held responsible and their offsprings discriminated unlike the legendary siyad or civil govt off springs.

Abgaal siiba wacaysle is screwed for decades like hg is(which was hg agenda to bring other hawiye clans into the duur siyasadeed their in) Iyo Marehan will suffer for Farmaajo. Abgaal used to vet their leaders so they dont turn out like hg but hg breached them by building wacaysle or HSM for hidden motives to send abgaal into conflict with Somalis like hg.
