Puntland was not consulted as it should have been as a federal member state. They are free to explore anywhere south of the green line in Galkacyo.

That is wrong if true, Puntland should have had a huge role in making the best decision for the state, but now that president Deni accepted the law probably means there were talks behind closed doors and certain adjustments were made to please both sides

puntland has ministers and mps in the federal government who respresent majerteen interest. the somali government is biuld in 4.5 and puntland has its share there.

so why should the somali government negotiate with majerteen twice ( one in the federal government and the other in puntland)
