The fact that Xamar doesn't want states managing and implementing donor funded projects is crazy. It's not just about politics, they want to handle the contracts and hire companies that are close to them. These project should be handled locally and hire local companies, not just benefit Xamar's economy.
Lol the moment you do that is the moment you ask for further balkanisation.
Wouldn't the states be best equipped to handle regional projects rather than an administration that's far away? After all, they're more motivated to ensure its success.
It's sad when your an cuqdud filled president and order your pm to order his relevant ministry not approve any donor funded projects to a region over petty personal conflict. PL can no longer remain idle about this which is stretching since 2012 HSM first term, Farmaajo term and again HSM second term.
It's clearly not a shaksi issue here but a systemic villa somalia policy irrespective of the president of the day to use anything and everything as leverage against any sitting PL president of the day, PL ha tashato is my advice not assume things will resolve itself thru magic. It's clearly a Mogadishu political qadiyad(will) to bring about harm at all costs to PL or even work hard for it's destruction.
This isn't something that is political difference it's a deep seated qadiyad or will of Mogadishu political class to bring about PL harm at all cost be it thru terror, political, media, etc.

Funny part was Qoslaya before 3 years he said will finish it, Allhamdulla I had feeling he will not doing it and today was the prove!.
