I'm not surprised. For all of the faults of current president of the Somali region. They actually have a somewhat functioning competent local bureaucracy where things get done. They don't even properly collect taxes in the rest of somalia.

but if it wanted to it could exert said control walaal, maybe the word i should use is unifed under ethiopia either way somalia could easily build if it was there was greater state control of the country
