I think FGS will manage the project and work with locals. After the intense corruption of Garowe to Galkayco road most projects are handled by FGS with international tenders.

Its also easier for the local government as they will be pestered by people for shax.

That's a foolish sentiment... yes the world bank will make sure that most of the money wont end up in corrupt hands in Somalia..... they will instead make sure it goes to companies from world bank donor countries..... Most aid money just goes back to the original country by making sure their own companies get the contracts/projects
This is why some white lady in living in Nairobi is making $90,000 usd a year (also includes accommodation and vehicle, things they wouldn't get in their own country). implementing water projects in Jowar while actually never setting foot their..

Again, all Aid is bad!

Aid is not somthing to be proud of, it is always a set-back, investments on the other hand...
