Those weren't your usual hardcore criminals. The criminals don't come in a broad daylight and grab someone's food. They're very strategic and choose their battles. The two women who robbed that cadaan lady were most likely starving, had no money, and decided let us grab this meat, take it home, and make a nice dinner and lunch for several days.

It looked like the car registration was a temporary tag - you know the one that says "tag applied for". At least on my end, that is what it looked like. So I doubt they would be easily caught using the car registration.

Are you in America? People get public assistance from the state or food pantries to help with groceries. There are people in need who don’t resort to stealing from other average people. They steal from establishments.

Yes, I live in Murica. What states provide to help the poor is not good enough for some people. It is the bare minimum. So unless they have support from other means, those people would resort to drastic actions. Not that I condone it, though.
