Creating a diaspora settlement

How realistic would it be to create a diaspora settlement within one of the towns on the ports. I'm thinking somewhere with little population. A bunch of cadaans were discussing this on 4chån a few days ago. They were full on making plans on what to do and how they would go on about it.

I will smash them all and get them all pregnant and it'll take approximately 27 years. After a couple generations I will have a laandhere half cadaan qabiil and this island will be developed by then. Mashallah
