The floods always happen but once you have a dam on a river you can cause downstream flooding. Juba can be flooded by Ethiopia whenever they want

Exactly what I was thinking. Even if they wouldn’t do it out of hate for us, then maybe for their convenience. Maybe if they don’t send extra water our way the flood would happen to them.

it sounds crazy but I remember reading something about their foreign policy towards Somalia 10 years ago, and if I remember right the rivers were discussed in that paper that got leaked.
or maybe I am crazy and there is nothing to it.

Unfortunately floods is too common during the rainy seasons. We have to study the problem and come up with viable temporary solutions until we are strong enough to build dams and other preventatives
