Shidan the local HY and Warsan subclans have a long dispute it's not Somaliland that's behind these clashes

The answer is simple. Ceerigaabo its biggest army SL base in west Sanaag. PL army right now in Yube near to Ceerigaabo about 20 or 30 KM.
By doing this they want PL army to start war so they can show the world PL army reform progress to fight other states not to fighting terroirs in the mountains.
Right PL secure area, and attackers ran back to ceerigaabo with innocent citizens from Shidan.
The clans skirmished and there were people captured and then turned them over to the local administration (Somaliland). The area is mountainous I don't think either clan has speedboats those are SL and PL vehicles.
It wasn't the SL army fighting. Taking information from @FBIsomalia who calls everything 'Jeegaan' where the locals Sanaag are pro Waddani party and not jeegaans (kulmiye) should tell you he's not reliable. He has a weird fixation on the SL ruling party Kulmiye despite them not really having much support in Sanaag.
He just told you mighty Puntland sent SL speedboats all the way back to Berbera (250+ km away from Shidan) in total a 500km round trip just to capture several Warsan locals. It's ridiculous what this khaleeji fob comes up with
