This guy is a mercenary and he's trying to drum up business.
He can see the post war order in the west is crumbling and with it the norms of international relations that have held since 1945. Some developed countries are going into economic stagnation and decline and they might just take this guy up on his offer.
But importantly, this guy is not about governing; he's offering the western equivalent of the Wagner Group. Just go into countries and control the resource rich areas and let the rest of the country go to hell.
