There probably was at least a large confederation of city states. So many decent sized trading cities in the Somali coast particularly the North as well as foriegners mentioning a kingdom in the region such as the Chinese texts in the 900s talking about the Samalan kingdom with its capital of Zelia which we still don't know about and only learned about after a Somali guy went through Chinese archives and translated them recently.
The more research done the more that will come to light.

Are you talking about King Kaleb of Axum invading Yemen in the 520AD? Berbers/North Somalis would've been used as mercenaries so that's why the poem may have mentioned us.
