It's @Teeri-Alpha fault as he lacks vision and didn't execute the singapore model and ensure a large supply of skill-sets are available to service any local or external projects so it doesn't go back to the chinese. He failed to place the schooling systems in the villages, towns, and cities and work out the data and how much you need in terms of 'pool' and how to divide into technical trades/professional/unskilled workers who don't want university need a sector of employment and start ups ensuring micro-financing to fund business people so it grows and they can employ.
