I'm not sure what you are referring to but the Government of Somalia vehemently opposed the DP World deal, going as far as to accuse the UAE Government of infringing on its sovereignty.

As recent as a couple of months ago Somalia foreign minister Awad complained on Qatari radio that the Emiratis had gone against Somalia's sovereignty.

Even after all that complaining and protestation from Somalia's government, the UAE essentially told them to get stuffed and carries on completing the Berbera Port & Corridor project anyway.

They went with understanding from Villa Somalia. China is keen to protect the territorial integrity of Somalia, their longest African ally. This was indicted by the tweet as well. We shall see what happens.
