China has started ranking citizens with a creepy 'social credit' system

The Chinese state is setting up a vast ranking system system that will monitor the behaviour of its enormous population, and rank them all based on their "social credit."

The "social credit system," first announced in 2014, aims to reinforce the idea that "keeping trust is glorious and breaking trust is disgraceful," according to a government document.

The program is due to be fully operational by 2020, but is being piloted for millions of people already. The scheme is mandatory.

At the moment the system is piecemeal — some are run by city councils, others are scored by private tech platforms which hold personal data.

Like private credit scores, a person's social score can move up and down depending on their behaviour. The exact methodology is a secret — but examples infractions include bad driving, smoking in non-smoking zones, buying too many video games and posting fake news online.

1. Banning you from flying or getting the train.

China has already started punishing people by restricting their travel.

Nine million people with low scores have been blocked from buying tickets for domestic flights, Channel News Asia reported in March, citing official statistics.

They can also clamp down on luxury options — three million people are barred from getting business-class train tickets.

The eventual system will punish bad passengers specifically. Potential misdeeds include trying to ride with no ticket, loitering in front of boarding gates, or smoking in no-smoking areas.

2. Throttling your internet speeds.

This is according to Rachel Botsman, an author who published part of her book on tech security on Wired last year. The exact mechanics aren't clear yet.

According to Foreign Policy, credit systems monitor whether people pay bills on time, much like financial credit trackers — but also ascribe a moral dimension.

Other mooted punishable offences include spending too long playing video games, wasting money on frivolous purchases and posting on social media.

Spreading fake news, specifically about terrorist attacks or airport security, will also be punishable offences.

3. Banning you (or your kids!) from the best schools.

17 people who refused to carry out military service last year were barred from enrolling in higher education, applying for high school, or continuing their studies, Beijing News reported.

Citizens with low social credit would also be prohibited from enrolling their children at high-paying private schools, Botsman said. It's not clear whether this particular policy has been put into action yet.

4. Stopping you getting the best jobs.

"Trust-breaking" individuals would also be banned from doing management jobs in state-owned firms and big banks.

Some crimes, like fraud an embezzlement, would also have a big effect on social credit, Botsman reported.

5. Keeping you out of the best hotels.

People who refused military service were also banned from some holidays and hotels — showing that vacation plans are fair game too.

The regime rewards people here as well as punishing them.

People with good scores can speeding up travel applications to places like Europe, Botsman said.

An unidentified woman in Beijing also told the BBC in 2015 that she was able to book a hotel without having to pay a cash deposit because she had a good score.

6. Being publicly named as a bad citizen.

Naming and shaming is another tactic available. A a 2016 government notice encourages companies to consult the blacklist before hiring people or giving them contracts.

However, people will be notified by the courts before they are added to the list, and are allowed to appeal against the decision within ten days of receiving the notification.

It's not clear when the list will start to be implemented.

A prototype blacklist already exists, and has been used to punish people.

The scrolling list on the left shows individual's names alongside partially redacted ID numbers, while the one on the right shows company names.

There is also a list for good citizens — that will reportedly get you more matches on dating websites.

They can also get discounts on energy bills, rent things without deposits, and get better interest rates at banks.

Despite the creepiness of the system — Human Rights Watch called it "chilling," while Botsman called it "a futuristic vision of Big Brother out of control" — some citizens say it's making them better people already.

I think the US and China are in cahoots. China will do some crazy shit like this and if successful the US and the West will adopt it a generation later.

Same thing with China's crazy genetics research on intelligence. They can do what the West can't because of their culture.

We need to keep an eye on China.

@Amun This social credit system is pretty good in my book. We really need it to curb corruption, we say we are fighting corruption in Somalia but there isn't one person in prison for it? that's why noone believes us and just says your full of crap cause there is no actions being taken at all on corrupt people.

I was suggesting a similar model a while ago for corruption to name and shame them on TV, bann them from the mosques, even restrict their rights to open a business and seek jobs by getting prospective companies to review some sort of corruption database and not hire them, but I didn't think about restricting them from privileges that's a really good idea and remove them from buying properties or goods and services.

We need to get really tough with these corrupt assholes and apply all those social restriction measures after they are released from prison as an extra long term punishment!!! The question really is how long do we keep punishing them? I don't believe in a punishment for life shit, so we need to give them an ability to redeem themselves and score better social credits in order to restore trust. People will stop being corrupt if they see the backlash for getting caught far outweighs the opportunity to engage in corruption. You do know people weigh up their choices before they actually do something, if they knew this social credit system was in place plus tough jail time, imagine the preventation and drops in numbers in corruption.

But this idea we chop the hand of someone who steals an iphone or some petty item or jail them in tough conditions and let these assholes who steal millions from the public and pray with them in the mosque is not going to foster trust and faith in our system to rebuild in Somalia, it's going to polarize it further. Remember what the Saudis did recently? the torch carrier of Islam!!!!

They hosted corrupt billionaires in the RITZ hotel and gave them a simple warning not to steal billions of dollars through bribery, but they chop a petty thief hand off for a minor crime like stealing an iphone or a loaf of bread yet they supposedly have this beautiful Islamic justice system that Muslims admire and adore.

It is very difficult to foster investments from domestic or abroad if you don't curb corruption. Because who wants to keep being hostage to some asshole that wants his bribes constantly, your profit can't be worked out for the year because you have to wonder how much that asshole is going to extort u for when he comes around again on top of that your probably paying taxes and paying general business expenses, it's not worth it to investors to risk their money into a place like that. We need to get our acts together, we are suffering opportunities for some loser in your clan who wants to enrich himself.

Especially when it comes to tribalism. There should be strict hate speech laws.

Are we going to begin policing people thoughts and words? that's probably taking it to far in my book, people have the right to hate others as long as they don't actually cause harm to them or jepordize their safety because safety is no 1 nothing is possible in life if your not safe.

Somalia is on the opposite end of the anarchy to authoritarianism continuum. It could use some authoritarianism.

I say corruption is one of the worst trust killers in society and it comes in many shapes and forms, it's not just monetary form, but favouritism, cronyism or your friends circle, racism, tribalism, it has different forms but the difference is they are actually 'harming' people with this behavior, it's no longer a thought or words, it's actions and their actions can be measured on how it's effecting society in general hence we need tough laws for it that are actually seen not just heard. Somalia is noted as the highest corrupt country in the world, u wud assume it wud have the highest number of prisoners for corruptions but not a single person is sleeping in prison for corruption which makes ppl wonder are we even SERIOUS?
 
sheesh.... no privacy whatsoever. I remember watching the snowden film awhile back and there was this scene were the spying people where looking at a bankers details and life and they started exploiting him without his knowledge.
 
Also just saying the wrong thing at the wrong time will have a black van will pull up to your house lol!
 
This system could counter Tribalism if implemented in Somalia, combine this with dermal implants to keep track of suspects and you could counter terrorism as well.

The government needs a surveillance ministry overseeing the implementation of such infrastructure.
