Somalia won't be annexed by Ethiopia and Kenya. These two countries already have problems with their own somali population , they won't be able fo control and additional 13 million somalis. It's much more practical for them to exploit somalia without annexing.
The IC doesn't want any border changes that aren't consensual , that's why somaliland wasn't recognized and won't be recognized untill Somalia agrees to let SL go just like Sudan did with South Sudan

African Union in 2005 said Somaliland has a legitimate case to be independent

So why didn't they recognize you if your claim is legitimate? Even western sahara which is half occupied by Morocco has a better case than SL and is recognized by all african union countries (except Morocco of course). Somaliland only chance of getting independence is that Somalia agrees, then SL should do another referendum and the results will be overwhelmingly pro independence with the exception of easter regions who have more pro somalia sentiment.
