I’m surprised you don’t know. Shabaab target cleaners, this has sort of become less of a problem with Shabaab influence declining but it’s still I risk you’d probably not want to take.

The new issue is ppl believe anyone helping out with trash will be paid by the government so it’s sort of become an isbaaro. If you don’t pay me I wont do it

Mostly wages. FGS has a very big defence budget compared to revenue. Also civil service, politicians, other officials and ministry budgets.
