Question: Is it permissible (for individuals) to kill the Khawārij (extremists, terrorists, insurgents, etc.) if we know who they are and know how malicious they are?
Answer: No. Even when they revolted against ‘Alī (the fourth Caliph of Islam), he didn’t fight and kill them until after they actually began revolting, uprising against the leader. Other Muslim leaders, even if they were tyrants, used not to kill them unless and until they unsheathed their swords and began openly revolting and fighting (against the leaders and authorities). So, they are only to be fought and killed (by legitimate authorities) once they unsheathe their swords (take up arms) and actually begin their revolt. Otherwise, there would be chaos – everyone going around killing each other. It’s only one of the Khawārij themselves who would say this.
Seems like the second type, Khawariju’l-Qa’diyyah (sitters), are safe in the comfort of their sofas. I refer to them as the keyboard Khawarij because they incite laypeople to despise the rulers by declaring takfir, discussing opposition to allegedly unjust rulers, engaging in backbiting and slander against them in their gatherings. Those who follow their manhaj today take it a step further, incorporating protests, demonstrations, sit-ins, discussions about the legitimacy of rulers, and advocating for their opposition, citing the rulers' ruling system as bidah (innovated). All of these actions aim to sow hatred between the common people and the rulers.
These individuals are the reason the Somali people find themselves at the bottom of the barrel—divided and exploited by the Judeo-Western alliance. The land is now filled with no ruler or authority, only a den of thieves and scoundrels. In this hellish place, only two parties exist: the Judeo-Western democratic puppets and the still-active Khawarij rebels, both serving the agenda of Jewry's conquest through divide and conquer, and the destabilization of the Muslim world. Now, they aim for a similar fate for Saudi Arabia and the Gulf states as witnessed in Somalia, Libya, Iraq, Syria, and others.
Ibn Abi Awfa reported: The Messenger of Allah, peace and blessings be upon him, said, “The khawarij are the dogs of Hellfire.”
'Ali said: I heard the Messenger of Allah (ﷺ) as saying: There would arise at the end of the age a people who would be young in age and immature in thought, but they would talk (in such a manner) as if their words are the best among the creatures. They would recite the Qur'an, but it would not go beyond their throats, and they would pass through the religion as an arrow goes through the prey. So when you meet them, kill them, for in their killing you would get a reward with Allah on the Day of Judgement."
