I think it's different, Sudanese people have an identifiable community. It's much easier to do a background check. If things go wrong there are elders who can come together to facilitate a conversation. There's also a family reputation to uphold. Abu Tyrone or Bin Kyle are untraceable, most likely cut off from their non Muslim family and disengaged from society due to often being over zealous.
