Can someone explain how corruption works in Somalia?

I know that important seats in govt are paid for since the country doesn’t have citizens electing candidates. So where does the money sent by other countries go? Does most of it go to an offshore account of an individual?

Corruption goes unchallenged because the men looting the country will cry for their ‘qabiil’ when they get caught. I believe when every individual is allowed to vote, good people will be elected and solve this problem
