I think it would really be great for accountability and transparency(name and shame) to publish yearly clan Statistics on criminal activity in PL and work out clan percentages as this would be great for clan accountability.
In the old PL when Isimo were in charge the biggest Isim in Garowe from the reer Islaan of the Issa Mahmoud, Islaan Mohamed was quoted as saying to Issa Mahmoud why can't you guys be like our neighbours like bah dubays who have no criminals as they are not known for being rapists, murderers, or thieves waa deris fiican. He then made a joke the bah dubays clan diya bill must be so low due to their clans having low levels of unproductive people.
So that's why I want to see a judiciary statistical organ at all district, tuulo, city levels come together and create an annual archive of crimes committed in PL, the type of crime, the clan origins, tuulo, miyi, district, xaafad markers and compile this and publish it so we know which clan is causing the most trouble and they must be hauled in to learn from the clan who is causing the least problems.
Without these Isla hisabtan measures things don't get better but usually worse when you don't have transparency or accountability and it turns into a cancer if you attempt to hide it or be political correct.
