Can Farmajoo as Ex-president sign away Somalia's waters to Kenya?

This news really pains me. I hope that it is no true.

I am hearing reports that Farmajoo plans to go to Qatar with president of Kenya and sign away Somalia's water. Would this be legal despite Farmajoo no longer being legit president of Somalia.

Qatar is becoming a real pain in the head. I think that the blame should go to Roble if he doesn't stop ex-president Farmajoo from damaging Somalia.
