Ghost doesn’t exist, it usually means Jinns so yes, dogs can see them. There is a hadith that says if you hear a dog bark randomly at night at that spot without provocation, it means they’re barking at shaytan (Jinns). They also bark a lot when there is an azaan nearby where they can see shaytan fleeing from the area.

The Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said: ‘‘If you hear the barking of a dog or the braying of a donkey by night, then seek refuge in Allaah from the devil because they see what you do not see.’’ [Ahmad and Abu Daawood].
