It was Salaad who carried out the planning, design and execution of the coup, afterall he was "taliyaha hawlgalka ciidamada" i.e. Head of Operations of the Armed Forces but he was not the brainchild of the coup.
Him and Siyaad had an unholy alliance. They both agreed to work together but they had their own ambitions and did not like each other. Salaad believed he had the confidence and courage to stage a coup but he needed Siyaad, who was higher in rank, in order to get the whole Army behind him. He planned to push Siyaad out of the picture at a future date. On the other hand, Siyaad needed Salaad who had the popularity, charisma and general support of both the government and the public. Siyaad was disliked by politicians especially Cigaals team and he was being closely watched most of the time. He couldn't risk being caught in a compromising situation. Classic case of "labadii xaqdaro ku heshiisa, xaqa bay ku diriraan".
I spoke with an oday who knew him in the 60s and he said Salaad lost out in 1969 for 4 reasons.
1. He was the son in law of President Aadan Cadde and was extremely protective of the countrys leadership. Only after the 1967 elections did he entertain thoughts of a coup and many officers did not see that as sincere. Meanwhile some officers were thinking of a coup as early as 1960.
2. He was bad at creating alliances. When General Daud demoted many Isaaq officers after their failed coup in 1961, only Siyaad addressed their greviances, Salaad at the time was a close ally of General Daud.
3. Salaad betrayed many of his colleagues including Cabdullaahi Yuusuf, Caydiid, Doonyaale etc who were training with him in Italy in the 50s. He decided to work with the older trainees Siyaad, Kulmiye and Liiqliiqato when the coup operations were underway and kept the others in the dark.
4. He was also a serial qabiilist and it came back to haunt him. He use to look down on Samatar his classmate, who was a Tumaal from Mudug. Some even say Samatars grandfather was a qowsaar for his family reer Kediye. Samatar never forgot that treatment and it was Samatar that usurped his position after the coup. When Salaad planned a counter coup, he realised that he had very few allies with any influence since Caydiid and Co were locked up. He turned to Samatar for assistance who used this golden opportunity to betray him and it lead to his imprisonment and subsequent execution.
