He's not a qabilist, he's an Ethiopian nationalist. Cagjar is bringing a lot of development to Ogaden. To do that he has to work with the federal government of Ethiopia.

Amhara are an important part of the Ethiopian federal government, just as Somalis are. Hating them doesn't make much sense.
