To defeat a rebel group there's 3 ways, To defeat them militarily, bribery or promising them something more. I don't care about this rebellion but knowing SL's reputation, I would assume it's bribery just like there known to bribe Sool elders to stay with SL. In other words, they use bribery to get what they want and succeed 90% of the time. If only they had the same energy to build roads and wells for their people.

That 4 million dollars was probably some AID money that was supposed to build a hospital or something, but they couldn't fraud it in time, and had to give it to Caare lol.
