Buying land in somalia

How hard is it? I want to buy land in qandala preferably near the beach and develop it in a decade or 2. and how much $ will it be?

I think buying outside of the capital is very cheap and easy sometimes you don't even need to buy land it's empty you can build your own house or villa or castle what ever you're planning and live like a king on the shores

Who owns the land in baadiyo? Lets say I want to buy a massive piece of land somewhere in baadiyo will I buy it from the government? Or will I buy it from the local sub clan in that region?

I’ve genuinely wondered about this because the way Somalia is set up it looks like I can just lay claim to any piece of land anywhere in baadiyo without paying .
