If it has any weight on the global scale why hasn’t it made any tangible progress at all? Why doesn’t its closest neighbor and Somali government Djibouti recognize it? These trips are just to settle down the kids back home.

I don't think he did. People thought Qatar would shift policy in line with the US (they are so-called US ally) but used this visit to push their own agenda (same old agenda). Some people think because their diplomatic weight has declined in other parts of the world.

Qatar recently declined to host AUSSOM funding conference which adds to the confusion.

I think at least some policy shift was expected from Qatar. Instead they they want continue the old narrative while only providing limited support to FGS.
