Yh it is but universities have specific criteria that they use to determine whether you'll pay home or international fees. Basically home fees are charged to UK and EU nationals and overseas fees are charged to international students. There are other criteria that may make one to be eligible to pay home fees like how long you've lived in the uk before you applied, type & purpose of your stay in the uk, being a child of an EEA national whereby the parent was working in the UK etc so technically speaking if one meets this criteria you then can pay home fees.

Since none of those criteria applied to me i have to pay international fees. So it isn't simply limited to voting rights as there are other rights that i'm not entitled to, some i know others i don't but all in all it doesn't affect me that much tbh.

That's not true, Norway is not a signature to the Lisabon treaty and is therefore subject to EU law to the extent hat it rewrites into its own law.
