The Heritage Institute for Policy Studies (HIPS) is an independent, nonprofit, nonpartisan think tank aimed at informing public policy and practice in Somalia. It has recently released an article stipulating that the current one man one vote road-map of Somalia is untenable, at least in the current FGS's mandate. Whereby , a successful one man one vote system can only be based on bio-metric markers which in-turn need at least 18 months of planning. Thus a term extension would be needed. Furthermore, they concluded that if a term extension is to be implemented it should be done with the Federal Member States agreement.
