MOGADISHU (HAN) December 7.2020. Public Diplomacy and Regional Stability Initiatives News. Monitoring Regional Issues. Security has been tightened in Mogadishu ahead of the Somalia Partnership Forum set to kick off. The Prime Minister of the Federal Republic of Somalia Mohamed Hussein Roble is scheduled to open the Somali Partnership Forum in Mogadishu on Monday, which will be attended by heads of state, regional governments and members of the International Community.

Oppositional candidates are not part of the government, they are regular civilians who are gearing up to run for a position.

Hence they are not permitted or allowed to attend governmental meetings since they don't have any governmental capacity.

The Whole Forum was about The upcoming elections...
They only talk about what's on the current agenda.. the current government will be replaced next year..

UNSomalia chief James Swan calls for inclusive elections. Mr Swan told a #Somalia Partnership Forum on Monday that the federal and state governments should urgently convene a meeting to resolve outstanding issues.

That's actually incorrect, the whole forum is not about the upcoming elections. That's only one point of discussion among many others such as: security, continuing trade reform in the economy, progress on debt forgiveness etc.,

Also the current government being replaced next year is pure conjecture, odds are this administration will likely return.

Furthermore the main stakeholders necessary are taking part in the forum such as Prime Minister, Deputy Prime Minister the rest of the cabinet, All Federal member states, the International community etc.,

The opposition candidates as you put it in your title are not among the stakeholders listed above since they don't hold any current governmental office or relevant position.
 
Nacas Farmajoo only has less than 2 months after that he is a civilian like anyone else.

The opposition need to attack the presidential palace and tell the people that a laangaab gedo buun is trying to stay in power by force.
