Hundreds of them have been captured by the shacab and 30 or more are left out there in the wilderness. Al Qushaash is trying to give breathing space for their fighters to survive. VOA had an interesting article on the situation. Alshabab is persistent, to survive for 15 years with everyone agreeing to annihilate you means you either adapt or die.
FGS is not a centralised system and constantly changes leaders. It's also woefully corrupt and infights constantly I doubt it's capable of the herculean task of eliminating alshabab.
I have been researching Alshabab and it seems they are embedded within the urban centres across the country. Their actions mimic a virus, they generally start off by courting local sheikhs and marginalised peoples, generate sleeper cells /intelligence systems and finally they either use a region as a logistical hub or begin attacking the locals against them.
Liyu police has little to no funding and are not trained as a military. Ethiopia will need to send its military to the region to cut the problem at the bud. However with the Tigray conflict and OLA I don't expect they will have much troops to spare.
