But imagine sitting in front of the leader of one team and saying "It appears as though it was done by the other team, not you (Israel)." Such speculatory language only means he knows Netanyahu's army did it, or that Netanyahu lied (something he does all the time), and he is not trusting the Israelis information fully, yet supporting them nonetheless. Had he known for a fact Netanyahu did not do this, then we would have seen Biden be very assertive and eager to land that blow on Hamas, not timid about it. You can even see it in his body language.
