Germany terminated multi million planned hospital in Garoowe citing corruption in the Garowe-Galkayo corridor road project by the inept and corrupt Abdiwali Gaas.

The German government has defended its decision to terminate funding for Garowe-Galkaayo corridor lack of transparency and accountability.

The move to cancel funding of the project which was being implemented by the German development agency GIZ follows several months of disputes over the project which ran into trouble from the tendering process in 2016.

“Despite significant and promising results in the beginning of the project in 2016, the contributors of the project subsequently realized that the cooperation between the implementing partners in Puntland was gradually deteriorating,” a statement from the German embassy in Nairobi read in part.

According to the embassy, the project was set for completion in May 2018 having started in April 2017. However, the embassy says only 14% of the project had been completed by end of the project timeframe.

The statement added that despite attempts by the German Embassy and GIZ to restore an enabling environment for external support, there was no change.

“Consequently, the cooperation between GIZ and PHA had to be terminated,” the statement read. “The federal Government as well as the Government of Puntland State of Somalia have been informed accordingly.”

Puntland Highway Authority, an organ of the Puntland government was also an implementing partner.

The project which is funded by the European Union and implemented by Germany’s GIZ is estimated to cost €20.7 million with the construction of the 80Km corridor being a component of the project. Other aspects of the project include building legislative, administrative and technical capacity development for stakeholders in the road transport sectors.

Puntland authorities maintained they cancelled the project citing failure by GIZ to release funds to the project, a claim dismissed by the German government.

“We reject all claims that earmarked funds have not been made available or have not been released according to the existing contractual framework,” the embassy noted. “All payments were subject to performance during the works and have been released accordingly.”

The cancellation of the project on transparency and accountability grounds casts doubts on other donor funded projects in the country including the EUR 23.4 million for urban infrastructure projects in Somalia announced by the German government in January 2018.

The cancellation also coincides with a World Bank injection of $9 million for construction and rehabilitate about 12 kilometres of roads in Mogadishu and Garowe.
 
The Garowe-Galkayo corridor project was part of score of infrastructure projects handed down from thr Abdurahman Faroole administration and includes Bosaso and Garowe Airports as well as Maakhir University in Badhan which the inept and corrupt Gaas administration squandered by giving the tender to a ill equipped company that belonged to Gaas himself and his cronies.
 
Now a massive planned hospital has been terminated.

That hospital if build would help thousands from Nugaal, Sool, Sanaag, Mudug, Bari and beyond.

 
Puntland health minister said Germany told then that the current hospital is not functioning and there is no hope building a bigger one.

Tongue in cheek. We all know why they backed out and it has to do with the previous project which was embezzled.

They agreed for smaller scale refurbishing of the current hospital.

the reason why is because the current hospital is not managed correctly at least listen to the minister they will continue the project if we do our part with the current hospital. which is why this is happening:

 
Smart Germany of backing out. If the Garowe-Galkayo corridor road project had been concluded on time and not been embezzled by corrupt Gaas and his cronies the project would have gone on.

They have nothing to show for the previous allocated project and they are certainly not dumb.

All projects and allocated funds have a shelf life and window by which it isn't taken advantage of or mismanaged and misappropriated future projects will get the consequences on top of cancellation of the then project which lacked accountability.

It all comes down to transparency and management of previous granted projects.

Europeans are not dumb there is no justification to build new multi million facility hospital when previous allocated donor projects have been squandered by corrupt administration.

Everything has a consequence.

Previous suspended project which should have been ceremoniously opened by the German Ambassador and Puntland President with glaring pictures going around the world showing Germany is doing its part in Somalia.

Tukaraq Puntland internationally really took off under President Faroole the foreign policy success and where Puntland really made its name is in those years.

It is un those heights most recognisable infrastructure projects were won such as Bosaso/Garowe Airports, Puntland TV, Maakhir University and the failed Garowe/Galkayo corridor and UAE's PMPF Anti Piracy military project were won and secured.

That time the EU had a very Puntland friendly Ambassador Michelle Cervone D'Urso which helped as Puntland had an old school government who spoke Italian.

It was at that time when US Senator from Illinois visited Puntland and the Italian Ambassador visited Eyl to show that it was free of piracy.

This were our best and golden moment in foreign policy. We hope President Deni can emulate those successes inshallah.

Let them take back their money. In Sha Allah, the people of Puntland shall raise the money for that hospital themselves. We're already funding our own ports, this too, will come out of our pockets.

But what about those who mismanaged a project as huge and large as the Garowe-Galkayo corridor road project?

Haven't they got the right to terminate or scale down other approved large scale projects after seeing what happened to the previous squandered road project.

Well, then we need to hold our leaders accountable.
