A nice coastal city, Somalia's governing federal institutions (except the presidency) should be relocated from Mogadishu to Bosaso. Relocate the embassies to Bosaso as well.

No thanks obviously but if I was a unionist (which I'm not) I would propose Hargeisa, Berbera or Erigavo.
