She has absolute power in case of situations like this. It’s constitutionally in her right to refuse a PM’s call for parliament to be dissolved (in other words an election).

Under the Lascelles Principles, the Queen can deny a request to dissolve Parliament when the following conditions are met.

The Queen cannot be taken to court so it would be her decision and it would be final
